Cambodia Plans Legal Action on Strike

PHNOM PENH, Cambodia—Cambodian authorities plan to take legal action against garment-worker unions that refuse to end a weeklong strike, even as labor officials made an improved minimum-wage offer that still fell well short of workers’ demands.
