CAIRO—Egypt’s government accepted a request by the European Union’s top diplomat to see former President Mohammed Morsi on Monday, as concern grew for the ousted leader’s welfare nearly a month after Egypt’s military pushed him from power and hid him from public view.
It was still unclear on Monday afternoon whether Catherine Ashton, the EU’s high representative for foreign affairs and security policy, would be able to see Mr. Morsi, who could refuse to meet with her, as he has done with human-rights lawyers that had requested permission to see him, the lawyers said.
