Japan's Abe Mulling Lower Sales Tax Rate on Essentials

TOKYO—Japanese Prime Minister Shinzo Abe is considering the possible introduction of reduced tax rates for daily essentials if the government goes ahead with an unpopular plan to raise the sales tax rate to 10% in 2015, several senior ruling party officials said Tuesday.
