Panama Says Canal Talks Making Progress

PANAMA CITY—Panama and a European consortium of builders in charge of a historic expansion of the Panama Canal have made some progress in talks to end a bitter dispute over money and a final decision on the issue will be made within a week, the head of the canal said Wednesday.
