WASHINGTON—The Obama administration offered Monday to send an envoy to North Korea to seek the release of Kenneth Bae, following Pyongyang’s decision to let the American missionary speak with reporters after more than a year in prison.
Speaking in Korean, Mr. Bae appealed to the U.S. government to secure his release, and disavowed statements by Vice President Joe Biden and others proclaiming Mr. Bae’s innocence.
