EU Tells U.K., Spain to Work on Gibraltar Dispute

The European Union Friday refused to take sides in a smoldering border dispute between Spain and the United Kingdom over the British territory of Gibraltar, but urged the two sides to work together to ensure the smooth flow of traffic there.
Spain and the U.K. have been at loggerheads over Gibraltar since 1704, when British forces captured the territory, which was then ceded to Britain in a 1713 treaty.
