KABUL—The two civil engineers working on a U.S. contract said they planned a brief visit to Herat city last year, after prosecutors summoned them to explain their company’s alleged nonpayment to Afghan subcontractors. Instead, they were handcuffed together on the floor of a police station and then imprisoned for 13 months.
