MANILA—Flash floods on Monday triggered by heavy seasonal rains and intensified by Tropical Storm Trami left at least three dead and thousands displaced near the Philippine capital of Manila, as several local governments declared what is known in this country as a state of calamity.
Trading in Philippine currency, bond and stock markets was suspended, as heavy rains that began Sunday turned main thoroughfares in parts of Manila and surrounding provinces into rivers.
